- Advises governments on the legal and administrative implications of international trade rules and on how to use WTO Agreements to advance national or regional development priorities.
- Helps countries gain accession to the World Trade Organisation (WTO) and participate effectively in trade negotiation rounds.
- Provides support in the analysis of country- and/or region-specific trade policy issues and in the formulation of coherent national or regional trade agendas.
- Explains the WTO in practical terms and encourages interactive exchanges and consultations among key trade stakeholders from government, private sector, academia, consumer and labour organisations, as well as other concerned groups.
- Assists in assessing assistance gaps and tapping appropriate resources, expertise and specialised technical assistance.
- Helps build capacity and institutions - at national and regional levels - for effective trade policy making and participation in multilateral trade negotiations.
- Uses existing research literature on trade and development topics in order to translate it into practical and concrete policy initiatives by decision-makers or trade negotiators.
- Plays an agenda-setting role in contributing to WTO submissions, which focus on the trade and development nexus and promote “win-win” solutions for the WTO system as a whole and its poorer member states in particular.
- Undertakes policy analysis and prepares issues papers relating to the trade and development interface.
- Contributes to international discussions among trade and development experts on how to combine international trade negotiations (e.g. MFN, national treatment principles and reciprocity of concessions) with national development policy requirements (e.g. policy autonomy and institutional diversity).
- Shares country and regional experiences relating to successful cases of trade policy-related capacity building and institutional development.
- Networks with think tanks and multilateral institutions in order to contribute to international discussions on “aid for trade” effectiveness.

IDEAS Centre is an independent, non-profit organisation dedicated to helping low-income countries to integrate into the world trading system - in a way that supports their national poverty reduction and economic development efforts. The Centre offers practical, results-oriented advisory services and executes projects aimed at strengthening the capacities of developing/transition country governments to shape both their domestic economic policies as well as the international policies that affect them. The overall goal of the Centre’s projects is to empower low-income countries by:

- Using their WTO membership (or accession process) in a way that promotes their country’s sustainable human development, deepening their understanding of development challenges and linkages with trade and WTO rules; and improving policy coherence;

- Participating more effectively in international trade forums and negotiations and by harnessing the free market forces and rules of a liberal world trade system to achieve poverty alleviation and economic growth. Through its projects supporting developing country participation in the WTO and facilitating the integration of development-related concerns into industrial country positions, the Centre wants to contribute to international discussions on WTO institutional reforms and to encourage global cooperation for “win-win” solutions on the trade and development interface.
