Private Military and Security Companies – Trends, Legal Gaps and Challenges for Accountability, and Obstacles for Victims to Pursue Truth and Justice

This breakfast meeting, co-organized with the Geneva Academy of International Humanitarian Law and Human Rights, aims to provide a space on the sidelines of the Human Rights Council 58th Session to discuss alternative accountability pathways for those affected by the activities of Private Military and Security Companies (PMSCs), to identify pathways to strengthen international cooperation and legal frameworks to address these complex challenges. 

The discussions will explore new trends, the legal and security challenges posed by Private Military and Security Companies and corresponding international mechanisms to consolidate documentation and advance accountability.
In particular, this breakfast meeting will provide an opportunity for participants to discuss with experts in this field to examine:

  • New trends and forms on PMSCs operating today
  • The human rights implications of PMSCs and modern mercenary-related activities
  • The legal gaps and challenges of regulating PMSCs under international law
  • The ongoing work of towards regulatory and accountability frameworks
